(Borrowing Books, Media, and Laptops)

The purpose of the policy and regulations outlined below is to provide optimum use of the UH – West Oʻahu Library Collections for students, faculty and staff. Circulation policies are determined by the patron type, the format of the material, the location of the material, and whether or not the item has been recalled.

All UH – West Oʻahu patrons are required to present a valid university ID when borrowing materials. Other borrowers must present a valid picture ID and university-issued community card. BORROWING LIMITS
There is no limit to the amount of books you may borrow as a student, but please keep in mind of the due dates of your items to avoid late charges. For DVDs, CDs, VHS, and any other item classified as MEDIA, you are limited to 10 items at one time. This applies to any combination of the above. For example, you may check out 2 CDs, 5 VHS, and 3 DVDs, or any other combination totaling up to 10 items.

RETURNING AND RENEWING MATERIALS
Library materials must be returned on or before the due date. If the library is closed, patrons can return library books in the book drop located outside of the entrance doors. With the exception of A/V, H/P, and Periodicals, as a courtesy, an overdue notice is sent to the borrower's e-mail account prior to the due date and according to the following schedule:

  • 28-day loans – Borrowers will receive a courtesy email 4 days prior to the due date
  • 91-day loans -  Borrowers will receive a courtesy email 7 days prior to the due date
  • 182-day loans - Borrowers will receive a courtesy email 7 days prior to the due date

All borrowers in whose name library materials are charged are responsible for these materials until they are returned.

Borrowers can renew library materials online through Voyager's My Account. Telephone renewals are also accepted when staffing levels permit. Call (808) 689-2700 to speak with a library staff person regarding renewing your materials.

Renewals will not be permitted under the following circumstances:

  • The item is overdue
  • The item has a hold or recall
  • The item has exceeded its renewal limit
  • The item has been placed on reserve
  • The borrower has been billed for replacement of a long-overdue item

RECALLS
Materials needed by the library or requested by another patron may be recalled at any time. The due date for the recalled item will be reset to a shorter loan period. The current borrower is assured of having the book for 14 days from initial check out, unless the book is needed for Reserve, in which case the item must be returned immediately. The borrower will be informed of the new due date by one or more of the following: phone, e-mail, or physical mail. The borrower should respond immediately to recall notices.

Heavy fines will be applied to a student’s account and faculty/staff privileges will be suspended if recalled items are not returned on time. Therefore, it is important to update your contact information with the library, including your mailing address, telephone number and email address, to ensure that you receive any recall notices.

HOLDS
You may place a hold on most items that are checked out. (If there is an exception to an item being placed on hold, the Voyager system will not place the hold.) When the item is available, it will be placed on the hold shelf, and you will be notified by e-mail or physical mail to pick up the material within 2 weeks. If there are multiple requests for a single item, they will be honored in the order received.

LOST/DAMAGED ITEMS
Lost or damaged items should be reported promptly by either calling the UH-West Oʻahu Library at (808) 689-2700 or by emailing us. The borrower is responsible for paying for lost or damaged items while out on loan. The minimum replacement cost for lost or damaged UHWO items is $60.00 for books, media and periodicals. (Other UH libraries may have different fees for their items.) In addition to the replacement cost charged to the borrower, a $10.00 processing fee will be applied.

A borrower may replace a lost or damaged item with a duplicate, brand new copy acceptable to the library from which it was borrowed but, before purchasing a replacement copy, the borrower must consult a UHWO Librarian to ensure that the replacement copy will be acceptable. The borrower can call, email, or stop by. The borrower is responsible for a $10.00 processing fee, plus any overdue fines charged.

Library books not returned after 41 days will be determined lost. Library AV Media and periodicals not returned after 11 days will be determined lost. The replacement cost, plus the processing fee will be automatically charged to the borrower’s account. Library equipment (tape recorders, etc.) not returned after 7 days will be determined lost. Library laptops not returned 10 hours after their due time will be determined lost. The replacement cost for library laptops is $2000.00. The replacement cost for library equipment will be determined by library staff.

PAYING BILLS
For lost or damaged library materials, the library will calculate the charges and present a bill to the borrower who can then pay by check (made out to University of Hawai‘i – West Oʻahu) or cash at the Service Desk in the UH-West Oʻahu Library. After contacting the Library, students may also pay library fines by check, cash, or credit card at the UHWO Business Office.
Accumulated fines of $10 or more will block patrons from borrowing any additional library material and prevents the use of any library e-resources from off-campus. Library financial obligations must be paid before you register, graduate, or receive a transcript. The Library participates in the State of Hawai'i Tax Setoff Program where unpaid financial obligations may be collected from your state income tax refund, as well as a collection agency to recoup costs.

Uniform Information Practice Act
October 23, 1900

The State of Hawai‘i, Department of the Attorney General, Office of Information Practices states that:
The fact that a person owes or has paid a fine to the Library is NOT confidential information. Information regarding what material is used will continue to be private, however the disclosure of information regarding Library fines would not result in an unwarranted invasion of personal privacy. Public interest in this information outweighs the privacy interest of the individual.
The Library will comply with this ruling by releasing names of individuals owing fines and fees to the Library and the amount to the best capability of our automated systems.

DELINQUENT FINANCIAL OBLIGATIONS
(Reprinted from the UH West O'ahu General Catalog)
All students are expected to meet their financial obligations when due. These obligations include student loan payments, payment for tuition and fees, library fines, restitution for damaged items borrowed from the University and service charges for dishonored checks. Students who fail to remit payments when due will be subject to the rules and regulations governing delinquent obligations that have been adopted by the University of Hawai`i. Obligations incurred at other campuses within the University of Hawai`i system will also affect a student’s standing at the University of Hawai`i-West O`ahu.

The University shall have the right to impose sanctions such as denial of further registration, cancellation of registration, withdrawal of services and withholding of documents such as transcripts and diplomas, notation of the financial obligation on outgoing transcripts, as well as cessation of all rights and privileges which were conferred by the act of registration.
