- Q: What does "SVFA" stand for?
- "SVFA" is an acronym for the Student Video and Filmmakers Association, a non-profit, charted student organization at the University of Hawaii at Manoa.
- Q: Is SVFA a program in the Communication Department?
- No, SVFA is not a program in the Communication Department. Although SVFA does receive much appreciated support from the Communication Department and other departments at UH, SVFA, independent from a specific academic department, is officially accepted under the charter of the Broadcast Communication Authority (BCA) along with the campus radio station, KTUH 90.3FM. The BCA provides governance for both organizations by helping to formulate, review, and revise policies and guidelines, provides management oversight, and approves the annual budgets.
- Q: What does SVFA do?
- SVFA's mission is to help students grow by providing a positive experience that will ultimately empower its members with:
- production skills, leadership and visual literacy that will translate into marketable abilities,
- a voice to communicate their ideas and visions,
- exposure in terms of:
- showcasing member works through programs that reach a wide audience,
- industry contact and interaction,
- a greater awareness to the elements that make up a film / video production.
SVFA also strives to function as an efficient student organization and those who accept executive positions have the opportunity to develop leadership skills by working to set and achieve goals, managing a budget and interacting with different groups.
On less of an organizational level, SVFA provides a variety of opportunities in the effort to attain its mission. Such activities include the production of UH Magazine, other independent student productions, workshops, training classes, tours, and a host of other experiences.
- Q: How does SVFA get money to conduct such activities?
- Since 1990 after being accepted under the charter of the BCA, SVFA has been funded by receiving a portion of a dedicated fee collected from part-time and full-time students at the University of Hawaii at Manoa. It is for this reason why membership in SVFA is free and open to any registered student on the Manoa campus. This dedicated fee is also divided among the BCA and KTUH.
In addition to receiving student fees, SVFA has looked and continues to look into revenue generating opportunities such as fundraising drives and t-shirt sales. Donations of monetary value, time, facilities, equipment, and other resources are also graciously accepted.
- Q: Where is the SVFA office located?
- The SVFA office is located at the University of Hawaii at Manoa in Campus Center #312 (go up the stairs in front of the 2nd floor bookstore entrance, turn left, and it's the second door on the right). Current office hours are 10:30 AM - 5:00 PM. Our "snail mail" address is:

Brief History About SVFA
In 1983, SVFA was formed as a newly registered campus organization. Its original purpose was to allow students to learn more about film and video production and provide exposure to professionals in the industry. That year, SVFA took over the college division of the Hawaii Student Film and Video Festival, a 10-year old event originally sponsored by the Hawaii Film Board.
SVFA began producing UH Magazine, a 30-minute program designed to give students "hands-on" production experience in 1985. In 1989, the "1st Annual UH Magazine Awards Ceremony was created. The new statewide competition was modified from the traditional "Student Video and Film Festival" to include categories that were tailored to the various UH Magazine segments.
In 1990, SVFA petitioned and was accepted under the charter for the Broadcast Communication Authority (BCA) at the University of Hawaii. This provided SVFA with much needed funds to become an independent production facility operating on campus under student direction. With continuing support from the BCA as well as outside funding, SVFA has established a permanent foothold at the University.
1997 was the year that SVFA went into production on its first 16mm short dramatic film, "Paper Cranes." The film was written, produced, and directed by SVFA members. The crew was also comprised of members from the organization.
Operating Standards
These policies are subject to review and modification at the beginning of each academic year. Therefore, input from the General and Executive membership is encouraged at any time. The General Manager must post notice of changes and the scheduled discussion for a minimum of three weeks. Quorum of the Executive Board must be present for the discussion of any proposed changes.

Right of Refusal
SVFA reserves the right to refuse service to anyone (including members) if it is deemed that the activity violates SVFA operating standards and/or state, city, federal or University of Hawaii statues and regulations. Ultimate authority over refusal belongs to the General Manager (GM), however, Executive members may exercise this right over their area of responsibility. For example, the Executive Producer (EP) may refuse to authorize a production, but cannot refuse check-out privileges once the project is approved. The Equipment and Training Coordinator (ETC) may not refuse to the authorization of a project, but may prevent the check-out of equipment.
Equipment Policies
- Blank tapes purchased by SVFA will be used solely for the production of UH Magazine.
- Manuals for all equipment will be available for all members.
- Remote Equipment and Accessories will be locked in the office lockers. Only the ETC, EP, and GM have access to the lockers.
- Any person requesting to check out equipment must be an active, certified member in good standing.
- All productions must be authorized by the Executive Producer (EP). All check-outs must be authorized by the Equipment and Training Coordinator (ETC).
Edit Bay Policies
SVFA's old post-production facilities used to include two linear edit bays. Check back for information on SVFA's all new G4 digital edit bays. As always, only authorized members may touch the wiring.

Regular Hours:
Regular edit hours will be determined according to Executive Member availability and will be posted in the office. The Edit Bays will be closed on holidays. A sign-up sheet will be provided for any Edit Bay reservation. If you wish to stay beyond the reserved time, you may do so if no one else has signed up to use the edit bay.

- SVFA reserves the right to refuse Edit Bay use to anyone
- members who use any of the Edit Bays must fill out the Edit Bay Log
After Hours:
After hours Edit Bay availability is determined by the ETC. A staff member must be present for the edit bay to be opened. All the above policies apply to After Hours Editing.
- Reservations and arrangements must be made at least 24-hours in advance. If not, the facilities will not be opened. Please notify the On-Call Staff person as early as possible if you will be late or cannot make your scheduled time.
- On-Call Staff is not required to wait more than 30 minutes unless notified about tardiness.
- On-Call Staff is in charge and determines when the edit bay will close during After Hours.
On-Call Staff:
Any member proficient with the Edit Bay may volunteer to become an On-Call Staff member. An On-Call Staff member is required to check if anyone has signed out for his/her time slot. The On-Call Staff member must open up the office if his/her time slot is reserved and is responsible for the equipment. An On-Call Staff member cannot sign out for editing time during their or any other Staff members' days, but may come in on their own day if there are no reservations. On-Call Staff members may also sign up and edit on closed days. If possible, the appropriate keys will be provided.
