Seventy-eight, on the fifth day of the fourth month. Unofficially it is suspected that "JC" was
not born on this world, or in this time. Evidence points towards some sort of transdimensional
transport having been used to bring him here.

Unofficial Hobbies: The construction of military bases throughout most of
the known world and the solar system. This is cloaked by his use of a program called
"Red Alert".

- Current Location: Somewhere between a theoritical town called Champlain, NY; and Montreal,
Canada. Both places are considered to not officially exist by either government. We can only
postulate that they both lay in some sort of space/time fold which he, or his people, have
created.
- Threat Level: Considered Extremely Dangerous. Only agents with a T-8 or higher tactical
training level should approach at all.
- Objectives: Unknown. Was considered an enemy to this organization. However, after the Mars
incident of '96 is considered a rogue element. He appears to have no direct ties to either side.
Current force buildups suggest that he is planning for some coming battle. No substantial
evidence suggests that he is part of the enemy, but he has only once aided our cause.
- Known Bases: Decommissioned Air Force Base in Plattsburgh, large command and control center
in Champlain, suspected fighter, tank, submarine, ship, and troop base located underneath the
majority of the island of Montreal.
- Suspected Bases: Northern Quebec near the arctic circle, ocean floor near Alaska, Most of the
Marshall Islands, dark side of the moon, three suspected sites on Mars, also suspected sights on
most of the other rocky planets, and in the asteroid belt.
