A Block Quote:

Metro Net is incorporated as a Michigan Non-Profit Public Library Consortium. We are a genuinely "virtual" Consortium: our linkages and offerings are electronic. We have neither a headquarters building nor staff. Eight suburban Detroit area public libraries make up Metro Net, at ten sites in Wayne and Oakland Counties: the Baldwin (Birmingham), Bloomfield Township, Canton, Farmington Community, Independence Township, Rochester Hills, Southfield, and West Bloomfield Township public libraries. Each Metro Net site is connected via a T1 line to an Ameritech Frame relay switch, with virtual T1 connections among the sites. PCs and terminals are available for public internet access at each site. Each member library maintains a terminal server with 16 or more modems. These modems provide library patrons with dialup connections of at least 28.8kbps, offering both PPP and character-based sessions.
