EXPERIENCE
December, 1990 thru Present
General Manager- Greater Pine Island Water Assn. - Bokeelia, FL

As Chief Administrative Officer reporting to the Board of Directors, I oversee the recruitment, training, compensation, and promotion of all employees and supervise the day to day operations of all departments. I prepare the annual operating and maintenance budget, capital improvement budget, as well as presenting a monthly budget report to the Board of Directors. I direct the long range planning process, continually looking for ways to improve production at the least possible cost. Some of my achievements have been:

  • Overseeing the construction and start-up of our 1.5 MGD RO plant.
  • Setting up an office computer system, greatly increasing the efficiency of the GPIWA office.
  • Successfully challenging the Development Standards Ordinance of Lee County. The resultant change exempted all utilities from paying a $2,700 fee when installing and/or moving a water or sewer line. We now are only required to pay a $250 plan review fee.
  • Helping initiate the Lee County Water Producers Association. This group has been instrumental in getting a seat for the private utilities at the table of the Lee County Regional Water Supply Authority.
  • Establishing and maintaining good rapport with the various regulatory agencies, County Commissioners, and other Utilities in the area and State.
  • Being named "Manager of the Year" by the Florida Rural Water Association (1993).

June, 1988 to September, 1990
Bishop & Associates Engineering, Sarasota, FL

Inspection and permit renewal for wastewater treatment plants in Hillsborough and Sarasota Counties. Development of operation and maintenance manuals for water and wastewater treatment plants. Review of engineering plans and field inspection for utility construction. Troubleshooting of wastewater treatment plants.
