Newport News Waterworks, Newport News, Virginia, supplies drinking water on a retail basis to approximately 350,000 people on the lower Virginia Peninsula, including the cities of Newport News, Hampton, Poquoson, and portions of James City and York counties. With help from Camp Dresser & McKee Inc. (CDM), Waterworks is implementing a new water source and innovative technology into its water system-- a brackish groundwater supply, which will be treated by reverse osmosis (RO) membranes.

Treating What Was Once Worthless
Over the last 25 years, membrane water treatment technologies such as RO, ultrafiltration, and electrodialysis have become increasingly popular alternatives to lime softening/filtration processes. By straining water impurities, membranes can soften, filter, and disinfect non-saline waters in a single process. They can also turn brackish groundwater and other poor-quality water sources into safe drinking water, allowing utilities to develop new water supplies from sources once thought to be worthless.
Membrane developments and improvements have provided positive results over the past few years. Membranes can now operate at lower pressures, making them less expensive to operate than previously. The technology has developed so that it is applicable for virtually every kind of water. Membranes have the flexibility to treat degraded water sources as good supplies are depleted. They can strip out dissolved solids, organics, bacteria, Cryptogrammic and Guardia cysts, radionuclides, color, pesticides, and other contaminants to produce very high-quality water.

Waterworks operates two existing water treatment facilities, which made it economically practical to locate the RO facility at its Lee Hall Plant in order to utilize existing staff to operate the new technology.
With the entire capital budget at an estimated $17 million, the project should result in drinking water produced at a total annual production cost of $1.15 per 1,000 gallons. This cost is competitive with surface water transmission and treatment costs, given the high quality of the finished water. Newport News will reap the benefits of the brackish groundwater development project not only during the interim period prior to a new reservoir supply, but as an integral part of Southeastern Virginia's long-term supply system.
"As with any new water supply, cost and schedule are critical elements," says Newport News Waterworks project manager Ron Harris. "The CDM project team has completed each phase of this complex project under budget and on schedule. Our customers -- present and future -- will certainly benefit from CDM's RO treatment expertise and dedication to this important project."

The logo of the NEWPORT NEWS WATERWORKS has many meanings. Its pentagon outline, the shape of the operating nut of a fire hydrant, represents regional water supply services to five political subdivisions of the Commonwealth - the cities of Newport News, Hampton and Poquoson, plus major urbanized areas in York County and James City County.
The primary colors of red, yellow, and blue, from which all colors of the rainbow are created, reflect potable water's natural importance and fundamental utility; such a spectrum from nature denotes the physical and chemical sciences; it is pervasive and ubiquitous; it is essential to the health and welfare of the community.
Triangles are geometrical figures which brace structures; thus, the three colorful triangles allude to the importance of sound engineering to the Waterworks' facilities and operations.
Being a municipally-owned enterprise, funded entirely by revenues from customers, the logo symbolizes an organization of dedicated employees committed to efficient and effective service.

Each year, Waterworks hosts its Annual Open House at Harwood's Mill Water Treatment Plant. This years Open House is planned for Saturday, May 15, 1999 10:00AM-2:00PM. Plant tours, video presentations and displays will be presented. This event is free and open to the public. Please Plan to attend.
