The West Basin
Municipal
Water District is constructing the West Basin Water Reclamation
Project in order to annually put to use approximately 70,000 acre feet of
secondary effluent
from the Hyperion Wastewater Treatment Plant, which is owned by the City
of Los Angeles.
The reclaimed water will be used for landscape irrigation and industrial
process water. A
portion of the reclaimed water will be treated to more advanced levels to
allow its direct
injection into seawater intrusion barriers.
By substituting reclaimed water for potable water, the demand for
expensive imported water
is decreased, resulting in lower diversions from environmentally sensitive
regions such as
Mono Lake, the Bay/Delta, and the Colorado River. The reclaimed water
users are also
provided with a source of water that is very dependable, even during times
of drought.
Environmental benefits are realized through the reduction of wastewater
being discharged
into Santa Monica Bay.
The Project consists of a secondary effluent pump station at Hyperion and
a water
reclamation treatment plant located in the City of El Segundo, connected
by a 60-inch force
main. A system of pumps and pipelines to distribute the reclaimed water
to users is also
included. The Project is being constructed in phases so as to bring the
reclamation plant on-line as
quickly as possible, and adequately serve identified reclaimed water
users. The area that will
be serviced by the reclaimed water distribution mains is highly developed
and includes
commercial, industrial, institutional and residential land uses.

Visitors Center
West Basin's popular education program, the Planet Protector Water
Explorations, offers local students free field trips to the West Basin
Water Recycling Facility and Visitors Center. Located in El Segundo, the
Visitors Center promotes water awareness, recycling and conservation
through its state-of-the-art exhibits. Field trip highlights include: a
fun water education presentation, an outside walking tour of the water
recycling facility, interactive touch screen computers, informative audio
panels, a six-foot tall fiber optic map of California, home and outdoor
water saver quiz and much more.
Your Water Explorations journey then continues with a trip to the
Roundhouse Marine Studies Lab and Aquarium, located at the Manhattan Beach
Pier. Here, kids shake hands with a sea star, pet a live shark, and
experience other marine life.Tours of the West Basin Water Recycling
Facility and Visitors Center are free and Roundhouse admission is only $2
per person.
The Roundhouse is operated by Oceanographic Teaching Stations, a nonprofit
organization in conjunction with the Los Angeles County Office of
Education. Roundhouse admission funds go to Oceanographic Teaching

The Southern California Area Office (SCAO) of the Bureau of
Reclamation is responsible for administering the provisions of Public Law
102-575. The Act contained Title XVI, the Reclamation Wastewater and
Groundwater Study and Facilities Act. Title XVI was particularly
important to southern California. It solidified the authority to conduct
a large regional study to examine the feasibility of expanding water reuse
in addition to authorizing demonstration projects and other water
reclamation studies. It further authorized the planning, design and
construction of water reuse projects within three geographic subareas of
California: San Diego, Los Angeles, and San Gabriel. Study
