                                                This is a subcontract from the FSM National CCC Program (Vita Skilling = PI)

                                               

                                                The purpose of this proposal is to assist health departments and local partners in the USAPI jurisdictions to formulate an approach in evaluating existing and new cervical cancer prevention strategies by examining, in detail, the current, planned and possible implementation of HPV vaccination programs and cervical cancer screening programs, resources utilized and needed to achieve sustainable cervical cancer control programs.  This detailed assessment is done in close collaboration with a CDC team comprised of Program consultants/Team Leads from 2 other National Centers (Sexually Transmitted Disease [NCHSTP/DSTDP/ESB], and Immunization [NCIRD]), and within 2 major divisions within the National Center for Chronic Disease Prevention and Health Promotion (Division of Adult and Community Health – REACH US program, and Division of Cancer Prevention and Control – CCC, Program Services (BCCEDP), Cancer Surveillance, Epi and Health economic branches. We also hope that this trans-Center collaboration and coordination will serve as a model for future CDC operations in the USAPI.

The major goal of this project is to develop a Center of Excellence in eliminating health disparities in breast and cervical cancer in Pacific Islander populations living in their home countries as well as in the U.S. Methods include utilizing community-based participatory approaches to health promotion, prevention, early detection, survivorship. Additionally, methods and evaluation includes a multi-level approach, which includes working with key health policy makers (PIHOA) in the Region to effect meaningful change. Additionally the Pacific CEED will train the various USAPI CCC coalitions in developing and evaluating their strategies to control breast and cervical cancer and will further develop their capacity in community-based participatory approaches and research. The CEED leverages resources and partnerships with the UH JABSOM Department of Public Health, the Cancer Information Service – Pacific Region, a program of the UH Cancer Research Center of Hawai‘i , National Partners for CCC and other funded CEEDs.

The major goal of this project is to plan and develop a Pacific Regional Central Cancer Registry for the US Affiliated Pacific Island jurisdictions that will support and complement their jurisdiction and regional cancer control efforts. In addition to developing Regional polices and agreements and training specific to Central Cancer Registries, the project includes working with the jurisdictions to establish legislation, policies and procedures, improvements in their health information management systems, basic foundational training and registry-specific training for jurisdiction staff. Other key partners include the Hawai‘i  Tumor Registry/Cancer Research Center of Hawai‘i , University of Guam Cancer Research Center and the Cancer Information Service – Pacific Region/CRCH.

We are a subcontractor to the USAPI to implement the USAPI Pacific Regional CCC Plan (developed in 06/04-06/07 under the CDC DCPC NCCCP Planning cooperative agreement noted below), as well as to administer the Cancer Council of the Pacific Islands. The Regional CCC plan serves to complement the individual jurisdiction plans by developing regional approaches to training, resource sharing and policy development. The major goals of this project were to develop an indigenous advisory board of health professionals; develop a strategic plan to address continuing education in the USAPI; develop and deliver continuing education via distance education modalities; develop capacity in the Region that could lead to sustainable continuing education programs for health professionals in the USAPI. The project was successful in demonstrating the resources needed to develop a sustainable program, improved the CE infrastructure in most jurisdictions, facilitated more region-wide cooperation and effected some regional and jurisdiction-specific policy changes that impact continuing education and workforce development.

The major goals of this project was to assist the U.S. Affiliated jurisdictions of American Samoa, Guam, CNMI, RMI, FSM (4 States and National) to develop community-based CCC coalitions, develop CCC plans for those jurisdictions and the USAPI Region, submit successful implementation grant applications and develop a plan for a Regional Cancer Registry. The USAPI Regional Comprehensive Cancer Control plan was completed in March 2007. The project was successful in that all jurisdictions were awarded funding to implement their CCC plans in July 2007. Additionally, funding for the Pacific Regional Central Cancer Registry was also awarded in July 2007. The Pacific CEED was also awarded and made possible because of the baseline work that was done under this funded CCC Planning Cooperative Agreement.
