If OCLC has a full record for a photocopy of a UHM thesis and there is no record in Voyager:

a) Create the UHM Prelim record with MFHDs and ITEMs as usual

b) Transfer the subject headings from the OCLC record to the UHM Prelim record

c) Count paper stats as a prelim

d) Send original thesis to Cataloger of the Week

e) Send any additional paper copies to Preservation for binding
