Brief History

In October 1986, the University of Hawaii started the Hawaii School/University Partnership (HSUP) with the National Network for Educational Renewal (NNER). A five year grant was given for HSUP to be part of NNER.

Dr. Fred Elliston was the first director from December 1986 to May 17, 1987. Under Dr. Elliston, the Youth at Risk project was absorbed under HSUP.

Juvenna Chang became the director from June 1987 to December 1991. Under her leadership the HSUP grew in membership, sponsorship and funding. Juvenna Chang wrote up the next five year grant proposal to be part of the NNER. It was accepted with a new director for HSUP.

Dr. Ann Port became the HSUP director from January 1992 to January 1997 getting the NNER to extend the grant one additional year. Philip Whitesell became a Co-Director in 1996. Legislative action in 1994 to create a teacher education program prompted discussion to change HSUP to Hawaii Institute for Educational Partnerships (HIEP) in September 1998. A new partnership developed between Department of Education (DOE), the College of Education (COE), and the College of Arts and Sciences was made with one year grant funding from NNER. Co-Directors were chosen from each department

Ann Port & Joseph Zilliox were HIEP Co-Directors in 1999. In 2000 Ann Port became an advisor for the Co-directors for the next 3 years. The HIEP website was created in 1999.

Between 2001 and 2002, Joy Marcella, Tom Stone, Jane Uyehara & Joseph Zilliox were the HIEP Co-Directors.

From 2003 to 2004 Steven Marble was the HIEP director.

Dr. Alice Kawakami became the director in August 2004.
