As I was told, the Tenure and Promotion Review Committee (TPRC) has voted 4 to 2 to reject my application. They positively refer to my being the director of ANCL, to the mayor's and governor's awards, and to five positive reference letters.
The TPRC discussed the importance of publication (apparently, "especially" in a discipline such as Information and Computer Science) and concluded that "there is really no substitute for peer-reviewed publication in science (the word "journals" omitted, though I guess this is what they assume) if the goal is to create and disseminate knowledge". According to the TPRC, I therefore only have three co-authored publications, for a total percentage of 130% (1.3 articles). The TPRC goes on to claim that the Department characterizes this record as "modest", something that was written by my department chair, whose entire statement says "While his publication record is modest, the quality of his work is very good".
Note -- I have added the quotes around "especially" in the previous paragraph. I find such a comment baffling, since so much of our knowledge these days is distributed through other channels. This is confirmed by the quote from the computing research association which I enclosed with the application and which the TPRC laments it cannot respect (since it is "bound to UH tenure and promotion guidelines and best practices in the College of Natural Sciences"). Presumably for this same reason there is no mention in the TPRC's review of my peer-reviewed conference publications...
The TPRC concludes this by noting that I have received only one $562,000 research grant jointly with two others, and that I currently have no extramural research support. Based on my publication and grant record, the TPRC concludes that my accomplishments in research are inadequate to justify tenure and promotion.
The TPRC report goes on to state that my service to the University and the community is satisfactory.
My rebuttal will be returned to the same TPRC for a second review (apparently I have the option of not having the same TPRC review the rebuttal, and could send it directly to the chancellor instead). The chancellor must meet with the TPRC if the chancellor disagrees with the second TPRC vote. The chancellor then makes the final decision.
