- The report notes on page 21 that "The main factor underlying these [digital] divides is differences in wealth,
between countries and between individuals." When one thinks of countries such as North Korea, Burma (Myanmar), and
Somalia might there be additional factors barring access to information technologies, especially access to information
from outside these countries?
- The report, in Box 2.2 (page 31), describes the remarkable achievement of 100 percent penetration of mobile
communication technology in Jamaica. Could the activities used to achieve this in Jamaica be applied to any Pacific
Island nations? Which ones come to mind? Note that Digicel is already licensed in Fiji, Papua New Guinea, Samoa, and
the Solomon Islands.
