Born and raised in China, Mangmang Qiu Brown graduated from Peking University with a B.A. in Economics.  She worked for China’s State Economic Commission before she came to the United States for graduate studies.  Ms. Brown received her M.B.A and J.D. degrees with honors from the University of Hawai`i, and presently is a Deputy Prosecuting Attorney with the City and County of Honolulu.

 

According to one media report, Ms. Brown is the first Chinese native hired by a district attorney’s or prosecutor’s office in the United States.  In her capacity as a Deputy Prosecuting Attorney, Ms. Brown handled over a hundred criminal appeals, including numbers of oral arguments before the Hawai`i State appellate courts.  She has successfully affirmed criminal convictions on appeal, defended state laws against constitutional challenges, while safeguarding individual’s protected rights.  It is also noteworthy that Ms. Brown has been appointed by the Hawai`i Supreme Court as a hearing officer for the Court’s Disciplinary Board, presiding over proceedings of complaints against attorney’s misconduct and recommending proper discipline.  Chief Justice Ronald Moon has appointed Ms. Brown to the Committee on Court Interpreters, a task force of the Judiciary setting policies and addressing issues pertaining to translation and interpretation in the state courts.  Ms. Brown is also a committee member of the Equal Access to Court under the Hawai`i Supreme Court, serving on numbers of Judiciary’s legal projects that aim to ease the immigrants’ dealing with the legal system.  She was invited to speak as a panel member on a TV program, along with other known community leaders including Chief Justice Moon, on legal issues faced by Hawai`i diversified communities.  Her career of overcoming obstacles was featured as part of the “Profile of Courage” on the TV program, aired and re-run in early 2004.

 

Ms. Brown is also a General Coordinator of the non-profit U.S.-ASIA Law Institute, conducting exchange and training programs with the Chinese legal entities.  She serves actively as a tie between the U.S. and Chinese legal communities, whether it is cross-border criminal prosecutions, or high-level dialogues on legal cooperation.
